I have the honour to acknowledge the receipt

of your despatch of the 18th. March informing me that the Secretary of State for the Colonies has enquired, in connection

with the liquidation of the Deutsch-Asiatische Bank at Hongkong. whether the Shameen property of Messrs. Reuter Brockelmann & Co. which was mortgaged to that Bank will be sold.

The property in question, which consists of

Shameen Lots No.s 22 and 39 was vested in the Custodian in China of

Enemy Property by an Order dated the 18th. day of November, 1918, and made by His Majesty's Minister under Regulation 2 of the Trading with the Enemy (Enemy property in British Concessions) Regulations 1918. The mortgage to which you make reference appears

to have been registered against the two Lots on the 14th. May, 1909, at His Majesty's Consulate -General at Canton.

I have received general instructions from His

Majesty's Minister that I am to take steps to sell the several enemy leasehold properties on Shameen with the excaption of Lots Nos. 10 and 27, lately leased by the Imperial German Government. In view of the mortgage which stands registered against Lots Nos.

22 and 39 I am advised that it will be necessary for me to apply

to H.B.M.Supreme Court at Shanghai, under Section 12 of the Trading with the Enemy Amendment Act 1918, foram Order that the property may be sold free of such mortgage and the monies arising from the sale paid in or towards the discharge of the mortgag.

It is my intention to make an application to

the Court of the above nature in the near future, and in the mean-

-while I have the honour to suggest that the Liquidators of the Lel. Messer, Esquire,

Custodian of Enemy Property,

Hongkong.
